A GEO goal has to fix four things to be checkable: the question set, the method, the interval, and a threshold that clears the spread you measured. Three shapes work: presence in a named set of questions, a named failing step closed, and the baseline measurement kept on schedule. Four common targets do not work: a blended visibility score averages markets that share almost no sources, a citation count has no fixed denominator, share of voice needs a denominator nobody can enumerate, and a rank measures a position that does not exist in a generated answer.
Module seven decided what to do. This one is about what to promise, which is a harder problem here than in search because the thing being counted moves on its own. A question does not agree with its own rerun, so a target stated against a single reading is a target that can be hit by measuring on a different afternoon.
