A GEO strategy is three decisions rather than a document: which questions you want to be the answer to, which step of the retrieval sequence you are currently failing, and what you will stop doing to fund the work. Each has to exclude something, or it is a briefing. It follows a measured baseline rather than preceding one, because without it you cannot name the failing step, tell a result from drift, or say what to stop. The work then runs in a fixed order set by the mechanism: reachable, extractable, resolvable, associated.
The first six modules explain the mechanism. This one is about deciding what to do with it, and it is deliberately short on framework: a GEO strategy is three decisions, and everything else in a document called one is description with a budget attached.
It assumes the hour of measurement from module six has been done. Written before a baseline, a strategy cannot name the step you are failing, cannot separate a result from drift, and cannot say what to stop, so it defaults to doing everything at once. That is the most expensive mistake available here, because it costs a quarter before anyone notices.
